Position Summary

This position will be responsible for all aspects of maintenance and operations of Residential Housing Facilities. The incumbent will supervise operations and maintenance staff, direct, hire, train, control the day-to-day repair and maintenance of the housing facilities, observe, report, assign, and plan through the work order system and other appropriate means. The housing facility is comprised of 16 buildings (approximately 600,000 sq. ft. around 1300 beds). This position will be responsible in managing budget and work force of 10-15 staff.

The applicant offered this position will be required to successfully complete a pre-employment drug test.


• High School education or vocational/specialized training in maintenance plus a minimum of 10 years of related experience to include supervisory experience in housing/residential facilities
• Must have excellent hands-on experience in Air Conditioning, Heating, Electrical, Plumbing, and miscellaneous repairs for over 10 years

Responsibilities Summary

• The incumbent will be visionary and creative to keep the housing facilities in good operating and sound maintaining condition for the best environment for the housing community through the good and effective planning of work assignments, continuous evaluation and monitoring of the built environment by prioritizing needs and compliance.
• The incumbent shall be continuously guard against the possibility of hazards or unsafe conditions of the premises because of 24 / 7 operation of the housing facilities.
• Coordinates the work of vendors and contractors as assigned by the Director of Physical Plant Operations.
• Personally, inspects all residence halls on a routine basis and assure that deficiencies are corrected and all maintenance is performed up to the defined high standards of the university.
• Advises the Director of Physical Plant Operations regarding maintenance issues; identify needs and submit annual budget request that identifies and justifies the financial resources necessary to meet maintenance and operations goals.
• Discusses with Physical Plant Director to initiate projects that are identified due to life expectancy, life safety, upgrading facilities, equipment, inspections, etc. for 5 year upkeep. The 5 year upkeep reports of facilities condition analysis will be arranged according to yearly priority and cost.
• Provides general inventory control of Housing maintenance and shop supplies and chemicals for use in residence halls and campus houses.
• Inspects the room condition during move in and move out. Respond to campus housing emergencies within one hour of receiving call from campus safety.
• Promotes a culture of safety and environmental protection by working in a safe manner; immediately reporting unsafe situations and accidents; following college procedures; and participating in appropriate safety training.
• Demonstrates environmental sustainability be using college resources wisely, and supporting the college’s sustainability initiatives and innovation.
• Performs other duties as assigned.
• On Call Duty: This position will be an on call rotational position and be available in the event of an emergency.
• Develops, coordinates, establishes and executes an MEP schedule to ensure services or repairs on a frequency necessary to maintain CSU’s investment to the quality standards and reliability with emphasis on safety (this will require building walks on a regular basis).
• Plans specific work assignment, assuring that all parts of the assignment are provided for, including work schedules, materials, equipment and supplies availability, manpower needs, etc., in order that assignments may be completed in the most efficient, economical and timely manner.
• Assigns specific duties to subordinates in accordance with their individual capabilities and job classification.
• Trains (including required Safety training) or directs the training of subordinates in their duties and responsibilities in order to develop their maximum effectiveness and potential.
• Develops and maintains a well-disciplined and well-adjusted work force of capable, motivated employees and initiate corrective disciplinary measures, as necessary, in the development and maintenance of such a work force.
• Develops and implements planned preventive maintenance schedules and activities to insure prolonged life and usefulness of operating equipment and facilities and to minimize breakdowns or failures of such equipment and facilities.
• Prepares, develops and otherwise maintains records, reports, recommendations, evaluations, etc., reflecting the conditions under which operations are carried out and/or the efficiency and economy of operations.
• Supervises work in progress and inspects completed assignments to insure that satisfactory progress, work quality, operating procedures and/or practices, efficiency, safety and other work standards are being maintained.
• Guides and gives technical assistance to subordinates in the performance of their duties.
• Interprets, and enforces rules of conduct, performance standards, University and departmental policies, procedures, regulations, etc., among assigned employees.
• Prepares cost estimates on requested or planned projects involving area of responsibility.
• Determines the priority of work assignment and follow-up to assure such assignments are completed in an efficient, economical and timely manner.
• Initiates and coordinates with Director of Physical Plant the purchase of parts, materials, equipment, supplies, etc., in accordance with University and departmental procedures and provide technical assistance and/or consultation when required to facilitate such purchases.
• Completes building walks to assure all employees are completing all Preventive Maintenance and Demand Work Requests and reporting any deficiencies to the Director of Physical Plant Operations.
• Prepares work schedules for all housing maintenance employees. Receives work requests, ranks them in priority, assigns jobs to specific employees, and contacts originator with anticipated work completion date. Make sure all work request and PM’s are completed in a timely manner.
• Cascades the coordination with Housing Facilities Coordinator continuously for smooth execution of work order from start to closeout and archiving.
• Prior planning shall be completed to execute works during the breaks for the housing facilities readiness (turn cleaning, painting, minor project, etc.).
• Takes responsibility for the inventory and safe usage of Clayton State University’s housing equipment, tools and vehicles assigned to the Department. Evaluates available MEP products, standardizes products and hardware to achieve cost efficiency.
• Provides input into the budget process through facilities inspections and maintenance operation reviews.
• Maintains an awareness of expenditures for the Building Operations Department.
• Maintains records of facilities compliance reports for the stakeholder.

Knowledge Skills and Abilities

• Must have capability / knowledge of repairing and maintaining house hold appliances;
• Possess and maintains a valid driver’s license and a driving record;
• Excellent verbal and written communication skills;
• Ability to think critically and solve problems;
• Good judgment, and ability to handle confidential/sensitive information with discretion;
• Excellent organizational and customer service skills;
• Ability to operate standard office equipment, tools and equipment’s.
• Physical requirements include ability to lift/move up to 50 pounds; climbing of stairs, ladders and/or scaffolds;
• Carrying loads up and down stairs;
• Ability to work outdoors in all weather conditions;
• Exposure to noisy or dusty conditions, chemicals and solvents, and mechanical, electrical and/or other hazards; and good vision and hearing;
• Multiple years of experience to include supervisory experience in residential apartment complex.
